FCC To Examine Roaming

The FCC yesterday said they intend to examine the state of roaming agreements between US carriers and determine if any changes are necessary. The FCC currently mandates that carriers allow subscribers to manually roam on each other's compatible networks by entering a credit card or calling a service center. However, most networks have automatic roaming agreements with each other, simplifying the process and charging a negotiated price. The FCC has not commented on what sort of policy changes might result from the study, however they are primarily concerned by a growing rift between mega-sized national carriers and smaller regional ones.

Manual roaming? Yeah right..
I have roamed on a couple carriers that SprintPCS has no roaming agreements for. Manual roaming? Can't do it.

Hopefully this study will prevent the smaller carriers from being locked out of roaming agreements, thus hurting their business.

I wonder if this is in regards to VZW, America's Choice II.
It is a NO Roaming plan, because the PRL tells your phone NOT TO SEE towers that you will be charged extra to use.

I doubt it is just in regards to Verizon. Cingular and T-Mobile both offer the majority of their plans that have no roaming charges whatsoever.

Why is this an issue? Cingular did this practice first and VZW followed after about a year.
