FAA Approves of Aircell's In-Flight Internet

The FAA has issued two separate approvals if AirCell's broadband internet service aboard airplanes. AirCell is now the first company to be granted air-to-ground transmission approval.

Aircell's EVDO Network
Did Aircell deploy their own network, or are they using another carriers network (Sprint or Verizon)?
If they have their own network, I wonder if there is an opportunity to offer ground-based internet access that would be competitive with the offerings of Sprint, Verizon and AT&T.
Would be nice to have some competition in that area, besides WiMax.
