iPhone Not Available Online without AT&T Contract

The iPhone 4 cannot be purchased from Apple's online web store nor AT&T's web store without a new two-year AT&T contract. The iPhone 4 is, however, available both at Apple Stores and AT&T-owned retail stores for the no-commitment prices of $599/$699 (16GB and 32GB, respectively). No-commitment pricing is for those not wishing to sign new two-year contracts with AT&T. The subsidized prices of the 16GB and 32GB iPhone 4 have not changed.

Read the article, you can get the phone in an AT&T store for full price without contract.
