This is the money that was used to bail out the financial sector and it picked up debt for verizon twice totaling 1.5 billion wtf. 👿

Verizon Communications is part-owner of privately help Verizon Wireless, which has NOT had the same financial woes, cost saving measures, and mass layoffs that Verizon Communications has had. Verizon wireless is a joint venture of Verizon Communications and England's Vodaphone.
Vodaphone would recieved nothing because they have no stake in Verizon Communications, only Verizon Wireless.

If the Washington Post would be good enough to dig up the reason for it, I could comment more than speculation (the government not wanting a landline to go black). The rest of my comment still stands - Verizon Communications likely wouldn't even be able to funnel money from a private joint-venture that operates in an entirely different way than their own business.
