When is Android 2.3 coming to the HTC Merge?

While I won't disagree that US Cellular has a testing process, and it may be good (I don't really know), I do not think that US Cellular's rigorous testing process is the reason it does not get things first.
If this is the case, someone explain this to me:
Why is it that every smaller carrier gets releases later than each of the 4 big carriers? For example, just look at the phones that they receive. Just about all of the time, the smaller carriers will get the same (or similar) models months after the big carriers (if they get them at all).
Is it because each of the smaller carriers have a much rigorous testing program than the big carriers? Or is it more reasonable to conclude that the bigger the carrier...

However i think that if you look at product launches over the last 10 - 12 months you will find that USC, Sprint and VZW are launching the same phones virtually at the same time. The exceptions are exclusivly licensed devices for a certain carrier which tend to last 3 - 4 months to gain the "edge" on the competition. Larger carriers like VZW and AT&T are well known for doing this, because they have the funds to do so.
HOwever devices like the Samsung Galaxy, Tab, HTC Desire, Merge, Pro7, BlackBerry 9850, Curve 3 etc.
Also please be sure you are comparing Apples to Apples... VZW/Sprint/USC/Metro are all CDMA/LTE carriers. You can't compare GSM handset launches to CDMA as the...
