What is the "knocking" Noise?

Whenever I call someone with an Alltel phone, I usally hear this "knocking" type noise before it even starts ringing. does anyone know what that is and why it does that? Thanks...

I've heard about this before. It happens when the phone is connecting but not when the call is connected.

I think the explanation that I received was some areas have a different style switch that is causing this.
