Samsung

I know its supposed to light up when i get a call or voice mail but sometimes it lights up every 20 seconds or so and sometimes not at all...nothing in the booklet about it. was wondering if it lights up to let me know its on or maybe its getting a good signal...have seen this question asked at other sites and nobody seems to know the answer...thanks!!!
