They won't.
Verizon is opening their network to non-Verizon phones, and those phones will be able to run nearly any software the phone maker chooses to enable, such as Android. Verizon phones, however, will remain as "closed" as ever.

Verizon announcement that they were supporting Android left the door open that they will have a Android OS on Verizon later on. If it does happen, it won't be until 2009.
