I have tried your "test" of scrolling the screen and mine never slows down or locks up...I'm not really sure what that proves anyway in everyday usage. It's hard to determine how a phone will react in the real world by using a demo phone at the store. I have NUMEROUS reviews and nobody has complained about that, in fact, they rave about how fast/smooth it is.
Yes there is problems with the fluidity of the Bionic touch screen, but not just Bionic, but all the Motorola Droid series and it has be documented if you go on the web review of the phones. It still works, however the crispness of movement is not see...
