Ok, on to the questions:
You should be able to use all the features AT&T offers with the V400. V400s are unlocked when you get them from Cingular, unless they started locking them just recently (which would rather surprise me). Then again, AT&T has the V600 which is pretty much a V400 with bluetooth, some new software, and different casing. The V600 should cost about the same as the V400... somebody correct me if I'm wrong. So you might just want to go with the V600. Then again, as FETNU mentioned V600s have their own issues with them.

If you're not going to take advantage of the bluetooth technology that comes with the v600, it's not worth spending the extra cash (I do believe the v600 still costs a considerable amount more than the v400).
The size of the v400 doesn't bother me at all. I have a small pouch that I connect to my belt (since I'm a guy and a purse just doesn't match my work attire too well 😁 ) and I don't find it to be too bulky or clunky.
