preferred roaming list update

PS. Does anyone know how to complain to VZW about lack of service in a particular area?
If you are in a servive hole, good luck getting anything done about it. If you keep calling their customer service, they will eventually send someone to your area to perform a test. They will say that their findings were within their standards and that they "do not guarantee service inside of buildings" and will also probably suggest getting a new phone.
PRL updates are not capable of updating your firmware.
