On which carrier is this phone the best?

The Verizon version is a different phone, with different functionality.
The decision between T-Mobile and Cingular comes down to coverage in your area. Here in the northeast US, T-Mobile doesn't have terrific coverage. If you're in the southwest, t-mobile is the choice.
If coverage is considered equal, then it comes down to plans, or probably what carrier yuor friends have, because you can call/text for free.
I don't think the phone will function significantly different on either carrier.

The RAZR on each carrier is generally the same. There is some different functionality on the Verizon RAZR, such as a better camera, but not much. It's basically the same phone with the different carriers. The question isn't which RAZR to get, it' who's coverage do you want.

First of all, any mega-pixel camera offered by a Motorola should be considered a joke. Motorola does not manufacture cameras. I've seen all three models of v3. No difference in printed picture quality. If you want real Mega-pixel cameras look at the companies who actually manufacture them. Like sony and LG. Sony's quality will be better, but Lg has manufactured a few digital cameras. I've seen pictures printed from w600i and w800. Both of which have stunning picture quality. Bare in mind prints will always look better than what you see on the screen of your phones due to price of high res screens on phones. I've seen pictures printed side by side from a w600(1.3 mega-pixel) and a samsung v7800(5 mega-pixel). I honestly noticed no real differ...
