During a text message when I try to use the the "(" (On the 9 button) it comes up as (sp?), when I try to use the "$" it brings up "$1000." and those are only a few of the problems I'm having with the symbol keys.

That's how symbols work on the 9900, just like predictive text.
When you type the "(" the phone automatically inserts what it thinks you are going to type. In your case, youused the term "(sp?) probably to denote "spelling?"
And when you hit "$" your phone automatically inserts 1000 after it. Most 9900's try to "predict" $20.
