U.S. Considers Restricting Cellphone Use in Disasters

Federal officials are working on a plan to close cellphone networks to almost everyone but government officials in the event of another major emergency like the Sept. 11 attacks, officials said. The move is intended to prevent the networks from being so clogged with calls that emergency workers cannot communicate.
