You will need idial. You need to insure your prl is updated before you go. $.69 per min to use voice.
Never heard of idial. What is that? I don't mean to insinuate that you're wrong, but what are you basing that information on? It completely contradicts what VZW customer service told me.

I got the rates from VZW.com
Type international on the search>>choose international long distance>>>Select rates & coverage in left panel, under traveling outside of U.S.>>in the drop down to the right, select Puerto Rico. Click go.
"Most of Puerto Rico is included in the Nationwide and America’s Choice Coverage Areas. If you roam out of the Nationwide or America’s Choice coverage area, you will be charged $.69 per minute. I think the smart ash comment was directed to Jarahawk, who they were replying to.
I'm constantly surprised by how often Verizon employees get the P.R. thing wrong. I guess we just don't look at the coverage map any more (the one in the brochure), which shows P.R. with Hawaii and Alaska. We don't mess up Hawaii and Alaska, but maybe that's because they are states. P.R. is the red-headed stepchild of the US, apparently.
