I have a Verizon 3G/4G wireless Hot Spot device as there is no Comcast or DSL where I live (Northern California Coast). The problem with the Verizon Hot Spot card is that Verizon doesn't advise you in any of their literature that the device must be turned off when it's not being used or you will be continually sent data (that you haven't requested) and will be billed for it.
I learned this after the first two months of using this card. I only use it for emails and minor web surfing. No youtube or any other video downloads, no internet radio live feeds... just marginal data usage.

Verizon isn't "sending" you data in attempt to overcharge you. Take off the tin foil hat and think about how retarded that seems. Would you stay a customer for long if it were true? If you leave the device on and connected, your computer can download windows updates at anytime. Besides, if you're using this as your primary connection on a PC/Laptop, I wouldn't be surprised if you exceeded 3 gb at minimum. Jeez..

Not true. We have one we leave on 24/7 in our camper parked at the campground and there is no real data use when we're not there and not using it. You'll of course have a few mb here and there, but nothing to speak of.
It sounds like you have some sort of issue. Of course they're going to tell you data could be sent or received unless it's powered off. That's just covering themselves because there will always be some data sent back and forth. The device and the network are going to be in occasional communication to keep the connection alive and to check for software updates and things like that. It won't hardly amount to anything though. I can kind of see what you're saying about being at a distance and not having a good connection...

Criminal? By your own admission, you're "not held" to the "normal 2 year commitment." Exercise your right to choose and find something else that works. If nothing else works, no one is forcing you to maintain service. There is no boogeyman holding a gun to your head insisting you have Internet, live near fog, live in the hills, or otherwise.

Your hotspot doesn't generate data usage by itself. Data usage is generated by computers, tablets, iPods, etc, that are connected to it, and those are your responsibility. Turning the device off is the only way to guarantee that no data will be incurred, but it's not a requirement as long as you understand which devices are connected to your hotspot and how they're operating. But alas, most of the customers I speak with claim not to be "tech-savvy." My advice to them: It's the 21st century. Tech is not going away. Get tech-savvy.
Weather doesn't have anything to do with your data usage, unless a storm damages a site causing an outage which leads you to use less than normal. Fog? Really? Fog? If a phone rep actually said that fog...
