Couple of things I would like to know...

1. When it comes to updating software on android/windows mobile phones, who's responsibility is it? Is it the networks responsibility? Is it up to the phone manufacture? Does it differ sometimes?

2. Why would a network influence/demand that a manufacture remove features from a phone? For example, the captivate doesn't have an led flash for the camera, but the Fascinate (verizon's version of the phone) does. It's like the network says, "great phone you made there! Lets remove this, this and this and it will be perfect."

I believe it is up to both parties, and the carrier makes sure it works on their service without issues.

and i think this is up to the manufacturer because they create the phones, and the carrier does not have a say on what needs to be included and what is not needed. they can have about the same name, but they can have less features.

There is a bit of a carrier/manufacturer agreement when it comes to making new phones. Sometimes a carrier will pay extra to have a phone produced with a little something that the other carriers don't have. The Pre/Pixi is a good example; Sprint got the phones, and then Verizon paid Palm to make a 'Plus' version. Sprint did not get the 'Plus' version because they did not want to pay extra to have new shipments sent in when the upgrade was considered negligible, but the 'Plus' still draws customers to Verizon over Sprint for this particular phone model.

1. It's up to the handset maker to upgrade the software, but carriers can pressure them to update faster, or hinder that updating process. So it's a bit of both. The only exception to this are Dev devices (unlocked, unbranded NexusOne) and the iphone.

2. Carriers will have certain expectations when it comes to devices what they want and what they don't. They will also have an expected price point. Handset makers can design around these expectations, leading to different devices on different networks. Carriers can also intentionally Block features (such as sideloading of apps) for whatever reason.
